Architectural and construction control
Architectural and construction supervision is an assessment of the object’s compliance with established state standards, and the issuance of an expert opinion for submission to state construction supervision and housing supervision services.
Control of construction of building structures
Control of construction of building structures — monitoring the quality of execution of individual stages of work (installation of foundations, roofs, walls, floors and partitions, finishing works).

Construction supervision is primarily needed to prevent unscrupulous contractors from replacing construction materials with cheaper and lower-quality alternatives.

As part of construction supervision, a thorough audit of all budget overruns is conducted.

With proper construction supervision, overpayments to builders and unreasonable distribution of finances are excluded. It is well known that if a contractor is paid too large an advance, it becomes harder to control them and even more difficult to force them to redo poorly performed work.

It is also a common practice in Estonia, and in construction in general, to use cheap and low-skilled labor that cannot be trusted even 10%. Construction supervision conducts a deep analysis of the company, and if the company is able to provide highly qualified personnel, the construction supervision engineer will force the foreman to assign such workers to the supervised site.
